Michigan Disability Facts

The state’s mental health/adult DD system has not developed a plan for this impending major increased need for residential and other community services. The statistics below give a picture of the need for a new model.

1. According to the 2000 Census there are 5,069 persons with a self-care disability and another disability living in Washtenaw County.

2. As of December 31, 2005, the Washtenaw Intermediate School District (WISD) recorded 7,235 special education students between the ages of less than one year (early intervention) through age 26, across 19 school districts and charter schools. This is an increase of 22% over the previous 7 years.

3. Washtenaw Community Support and Treatment Services (CSTS) has approximately 648 adult consumers with developmental disabilities enrolled in its programs, which is approximately one-third of all adults in the County with developmental disabilities.

4. As of December 2005, CSTS has 85 adult persons with developmental disabilities living in group homes, 149 in supported housing, 70 in adult foster care, totaling 304 individuals (47%) with the balance of 344 (53%) living independently or with family.

 

5. Nationally, 76% of all adults with developmental disabilities live with their families. The time is rapidly approaching when these elderly parents can no longer provide care to their disabled adult child.

 

6. Monthly SSI payments to disabled individuals are approximately $603, resulting in an annual income of $7,236. This places disabled individuals who have no other income at less than 13% of area median income. HUD defines “extremely low income” as 30% or less of area median income.

 

7. The average Fair Market Rent (established by HUD at the 50th percentile) for one bedroom apartment in the Ann Arbor Statistical Metropolitan Area is $750, or 124% of a monthly SSI payment. Individuals receiving SSI are expected to pay no more than 30% of their income for rent. Therefore, individuals who rely solely on SSI income are at severe disadvantage in finding decent, affordable housing.
